Mayor and City Council

The City of Pattison elects a mayor and five council-members.

City Council meets regularly on the second Thursday of the month at 6 p.m. at the City Hall of Pattison, 3410 First Street, Pattison, TX, 77466. Daphney Kirby

Mayor | Term Expires: May 2028

Daphney Kirby serves as Mayor of the City of Pattison and has dedicated her time to serving the community through local government leadership. Mayor Kirby has served approximately one year on City Council and two years as Mayor. She has been a resident of Pattison for approximately 12 years and considers Pattison the place she proudly calls home. She is committed to preserving the community’s small-town values while supporting responsible growth, strong community connections, and opportunities for future generations.

Mayor Kirby has been an entrepreneur for most of her adult life, bringing years of business experience, leadership, and dedication to serving others. Her professional journey began with her first job at Gerland’s in Katy, where she worked as a cashier and learned the importance of customer service, hard work, and building relationships. Throughout her career, she has carried those values forward into her entrepreneurial endeavors and community leadership.

Mayor Kirby is passionate about education, technology, and preparing students for the future. Through her involvement with the American Robotics Academy, she has helped expand STEM education opportunities for students in kindergarten through 12th grade. She has worked with the University of Houston–Downtown and local school districts, including Royal ISD, to encourage innovation, hands-on learning, and career readiness for students. As Mayor, her priorities include strengthening community engagement, supporting infrastructure improvements, and ensuring Pattison continues to grow in a thoughtful and sustainable manner.

Outside of her civic responsibilities, Mayor Kirby enjoys spending time with her family and friends and bringing people together through community gatherings. She is a proud grandmother of nine grandchildren ranging in age from 1 to 19 years old and treasures the memories created with them. Mayor Kirby’s love for Pattison and its residents continues to inspire her commitment to serving the community she proudly calls home.


Lee Kosina

Councilman #1 | Term Expires: May 2027

Lee Kosina previously served three years on the Pattison Planning and Zoning Commission. A graduate of Royal High School and Sam Houston State University, Lee retired from Exxon Corporation before returning to her family’s longtime home in Pattison in 2014.

With deep roots in the community, Lee is committed to preserving Pattison’s rural character while planning responsibly for future growth. Her priorities include improving zoning, drainage, roads, infrastructure, wastewater services, and pursuing grants to help offset city improvement costs. She also supports balanced commercial development that generates sales tax revenue to help maintain city services while protecting the quality of life that makes Pattison unique.


Joshua Taylor

Councilman #2 | Term Expires: May 2027

Joshua Taylor has lived in Pattison for over 30 years and served on the Planning Commission for 3 years prior to appointment to City Council. He brings nearly two decades of experience in computer and technical fields, primarily supporting education and biotech, along with an associate’s degree from Houston Community College. His work on the commission reflects a steady interest in helping Pattison grow in a positive, thoughtful way while preserving the community’s character as the surrounding area continues to develop. Joshua’s priorities for Pattison include responsible growth, infrastructure planning, and continued community engagement as the city prepares for ongoing and future growth. 

Outside of public service, he enjoys spending time with his family & pets, tinkering with computers, gardening, caring for his yard and home, and keeping his vehicles running.


Randall Flowers

Councilman #3 | Term Expires: May 2027

Randall Flowers is a Waller County resident who brings six years of public service experience with the City of Pattison, the State of Texas, and Aldine ISD. He also has 40 years of experience in the oil and gas industry, with a focus on environmental project management and consulting. His professional background includes work with the State of Texas through the Texas Water Commission. Randall holds a Bachelor of Science in Environmental Science and Geography from Texas State University.

Outside of public service, Randall enjoys spending time with his family and is an active member of Kingsland Baptist Church. He and his wife have been married for 45 years and have 13 grandchildren. Their family also includes five goats and 11 feral cats.


Sandy Buller

Councilman #4 | Term Expires: May 2027

Mayor Pro Tem | Term Expires: May 2027

Sandy Buller has proudly served the City of Pattison in elected office from 2008–2017 and again since 2024. A lifelong resident, he was born and raised in Pattison, graduated from Royal High School, and returned to his hometown in 2000.

Sandy is a professional photographer, entrepreneur, and former engineering executive with extensive experience in business leadership, manufacturing, marketing, and customer service. As the owner of Buller Photography, he serves families and businesses throughout the Greater Houston area. He also serves as Vice President of the Waller County Historical Commission–Historical Society, helping preserve the area’s rich history.

As Mayor Pro Tem, Sandy is committed to preserving Pattison’s rural character while planning responsibly for future growth. He supports fiscal responsibility, transparent government, and open communication to ensure the city remains a great place to live. Sandy and his wife, Janet, own and operate Buller Photography in Pattison. In his free time, he enjoys photography, songwriting, documenting local history, and spending time with family.


Anissa McGowan

Councilman #5 | Term Expires: May 2027

Anissa McGowan has proudly served on the Pattison City Council since May 2025. As a local business owner and a licensed Texas Real Estate Broker, she brings over 15 years of experience in real estate, land use, property rights, and community development.Anissa is the Broker/Owner of McGowan Properties, where she has helped families, landowners, and businesses throughout Waller County navigate important real estate decisions. Her professional experience has strengthened her skills in negotiation, budgeting, long-term planning, and working collaboratively to find solutions that benefit everyone involved.

As a City Council member, Anissa is dedicated to transparent government, fiscal responsibility, thoughtful infrastructure planning, and supporting responsible growth that protects Pattison’s rural character while preparing the city for future generations. She believes every resident deserves to have their voice heard and works to ensure decisions are made with integrity, accountability, and the community’s best interests in mind.Outside of public service, Anissa enjoys spending time with her family and actively supports local schools, youth programs, and community events. She is passionate about giving back to the community she calls home for the last 16 years and helping Pattison remain a place where families and businesses can thrive.
